What causes mushrooms to grow?

What exactly causes psilocybin cubensis to grow in the wild? Like if you have cows on your property about how long untill they start popping up and what causes this? I am in the southern hemisphere down here in Texas and I have found a bunch of them on each property that I own that has cows, Ive just always wonderd how they got there. Please detailed answers.

How can the government justify the illegalization a naturally occurring plant?

I can understand how the government can justify a substance that is made in a lab to alter ones personality, but how can they justify the legalization a plant or fungi(marijuana and psilocybin mushrooms)? A “magic” mushroom could literally grow on your lawn without your knowledge and if you pick it you are now in possession of a schedule 1 controlled substance, that is know to the National Institution on Drug Abuse as less toxic than aspirin(I am not joking). Why not legalize, tax and regulate. A stoned driver is less likely to get into an accident than a drunk driver(though both are and should be illegal), and as long as you eat psilocybin mushrooms in the serenity of your own home, who is the government to stop you. Both are less harmful than alcohol, tobacco, advil, lexapro(anti-depressant), and ritalin(ADHD medication that is vastly over prescribed to children).

I DO NOT USE ANY CONTROLLED SUBSTANCES, I JUST WANT TO KNOW WHAT GIVES THE GOVERNMENT THE RIGHT?
@Smells – If you know what the word illegal means you know what legalization means. Essentiall, what gives the government the right to make them illegal.

Do you choose to buy canned vegetables from China over those grown in the USA?

If you read the labels on mushrooms and other foods and fruits in glass jars and cans, will you choose those produced in your own country, keeping your own people employed, or do you support other countries such as Vietnam and China instead?
This is not something against China or Vietnam. It is a question on who do you support.
