Are false statements made in private regarding legal matters subject to prosecution?

Neighbor trouble: (it’s a long story, but in brief, he is trying to bully me into using an easement deeded to my property alone, because he built an extension on his house 20 years ago and lost easy access to his yard. My Dad, who I inherited the house from, forbade him to use it, as does owner of property easement is part of, so he’s trying tricks with me). He writes me bizarre letters, one was 44 pages long, which make some extraordinary claims. He sent me a survey with hand-drawn red lines on it, which he said was the “true” property boundaries, and therefore he has right to use the easement. (When he presented this document to the township last week, almost two years after he sent it to me, they said it was not a true legal document and sent him away). He claim to have used the easement since 1993 and maintained it. (false). He claims it is a public right of way, (false – BTW the story changes all the time….) He claimed that another neighbor was urging him to sue me (she was shocked to hear & said it was false). He claimed he was ordered by PA Dept of Transportation to place his garbage in front of my house (false). He claims that he has power of adjudication in our township (false). He also stated that the District Magistrate told him that she thought I should be sued for a far higher amount than the law permits (not proven false yet, but this is doubtful – we’ll see when I take him to the magistrate. He never even brought a case to the magistrate). I can prove all of these statements are false. This is part of a case I am putting together about harassment and trespassing, and among the evidence I will present are the crazy letters, which contain the false claims. Harassment: It’s so bizarre – he sits and stands at our property line and just watches me while I work in the garden or wash the car. He shadows me as I do my yard work. Almost daily, he & lately his wife wait for me to come home and just watch. I am a law-abiding, boring middle aged woman and am baffled why they have me under such close surveillance – but that’s another matter….I believe he has lied to intimidate me into allowing him to use the easement (which my family purchased and that we hold a deed for) and maybe I embarrassed him, because he seems to have a very inflated ego and feels “dissed” that I do not obey him. He has written repeatedly that because he is my elder, I must defer to him. But – back to my main question – I know it is illegal to make false statements to law enforcement and in court, but is there a penalty for making false statements to a private citizen in an effort to influence their behavior – i.e. intimidate and harass them to go along with your demands?
