I found these small, oval, yellow-white cocoons that give off yellow dust when shaken. What are they?

I began prepping my garden for the year this weekend and I encountered a bunch of these fuzzy pale yellow-white cocoons. One was on the back of a shovel handle, one under a piece of scrap wood, and another on my rosemary bush that I just put outside a few days ago. What the heck are they. Pictures are located here:
